This is one of Henry James’s ghost stories, almost certainly suggested to him by the history of smuggling in Rye, Sussex, whence he had moved from London just a couple of years before the tale appeared. Some may find the conceit rather too trivial or slight for the effort, but, hey, it’s only a bit of fun! See it as James delighting in finding a permanent home amongst part of England’s history and playfully easing himself into it.
